Community Improvement Districts
The Perimeter
Transportation Coalition was one of the key contributors in
the work to form both the DeKalb
and Fulton Perimeter Community Improvement Districts,
which first collected CID funds in 1999 and 2001, respectively.
Generally, the PTC works on distributing the demand for transportation
services across all modes of travel (fewer people driving
alone), while the PCIDs focus on developing the diversity
and quality of the supply of those transportation options
(more and better transit, roads, and sidewalks). Some of the
highest profile infrastructure projects of the PCIDs include
the Perimeter Center Parkway Flyover Bridge, pedestrian Intersection
Improvements, an I-285 Transit Study, and improvements to
the Georgia 400/Abernathy Road intersection.
CIDs are
self-taxing districts whereby the business property owners
have agreed to tax themselves above and beyond their normal
ad-valorem property taxes. That money is returned to the Perimeter
district by the respective county, and a Board of Directors
then seeks to leverage that money and garner infrastructure
improvements for the area. Some examples of how this money
might be spent include environmental and engineering feasibility
studies, upgrades to already funded projects, and direct spending
(traffic control officers).
PCID funding
is a creative and effective way to ensure that taxes collected
in the Perimeter business district are spent for improvements
to the Perimeter office market. The advocacy and strategic
focus of the PCIDs staff also ensures that Perimeter projects
maintain a high priority at the various transportation agencies
across the region.
Currently,
the PTC and PCIDs work very closely on nearly all projects
and intitiatives in the Perimeter office market, and together
are making substantial progress in improving both the perception
and reality of mobility and access in the business district.
